SYMPTOM
CuteFTP Pro does not open additional connections when starting new sessions, or it does not allow directory browsing while file transfers are in progress.
RESOLUTION
CuteFTP Pro can be configured to reuse a single session or to open multiple concurrent connections. To allow multiple connections and simultaneous browsing and transfers, verify the following settings.
Allow CuteFTP to open new connections for transfers

Select Tools > Global Options.

Click the Transfer node.

Clear the option Allow transfers to occur over the existing (browse) session.
Increase the per-site connection limit

Select Tools > Global Options.

Click the Connection node.

Ensure the Per site max connections/transfers value is set to greater than one.
Additional Notes

If the per-site connection limit is set to one, CuteFTP will reuse the existing browse session and will not open additional connections.

These settings apply per site and may need to be adjusted for each configured host.
